In 1990, President George H.W. Bush signed the Americans with Disabilities Act. This bill helps protect accessibility in communication, including telecommunications.

The bill requires the Federal Communications Commission (FCC) to ensure access to Telecommunications Relay Services (TRS). These services help hearing-impaired individuals communicate by phone in a manner that is functionally equivalent to the telephone services used by people without disabilities. As part of this federal mandate, the TRS Fund was established.

Funded by interstate telecommunications carriers and Voice over Internet Protocol (VoIP) providers, the TRS Fund covers the costs of providing call captioning services to qualified individuals.

Caption phone eligibility for our no-cost caption phones is dependent on only four requirements:

1. You must live in the U.S. or a U.S. territory.
2. You must be able to certify that you have a degree of hearing loss that requires captions to use the phone.
3. You must be able to communicate in English, as our captions are currently only available in English.
4. You must have home internet access.
